The loss of velocity leads me to believe not all the powder is burning

This is a sure sign of excessive pressure, not of powder not burning.
Whenever you are ADDING powder and velocity flatlines, or decreases, is definitely excessive pressure, because the powder is now in a state of detonation, which is unstable, and you would see erratic pressure spikes even though no increase in velocity is occurring.
If you see ejector marks and swipes, STOP!

That is absolutely where I stopped. You could just barely start to see a swipe. There was no swipe at all where velocity peaked at 3163fps. Primers and bolt lift/extraction all felt normal.

I shot a ladder with n570 but didn't hit pressure…came home to clean and go back with more horsepower. It was so dirty compared to h1000, I went back to h1000 and have never looked back or looked at that node around 85.

I built it for a Nilgai trip last January and it performs so well, no plans to look anywhere else.

Yeah that stuff is very weird. It'll definitely get you speed, accuracy, and consistency, but it comes at a cost.

What other powders have you tried? No doubt a 215 will hammer at 2900 but wondering what is left on the table?

My next build is looking like it's going to be a 22" chambered in 30 nos. I would like a chamber that can send a 215 at 3000fps

22" suppressed is very nice I will add and I'm at 2,980 average. Good luck

My 300nmi is 22in suppressed, I'm pushing 215s at 2960-2980. I'm not pushing this hard at all. 86gr H1000 or N565 both shoot near same accuracy and velocity.
