I'd use the RL-17, start at ~38.0gn and move up, max ~41.0gn. 3150FPS+/- depending on brass. Case fill per Nosler is in the 80% range, not uncommon for the 243 WIN but would make me use the slower 17 vs faster 16 to start.Sooooo with the shortages, as previously indicated, I scored Nosler Accubonds 90 grains, 200 of them. I have started working up a load with the 69 absolute with very little success so far. What powder do you recommend?400 yard is pretty easy with what you have. I've done two with a 10 twist for a few friends and they perform well on large deer at 400 here in Michigan.
So my first load that worked very well was the 95gr nosler bt. One really liked them. The other didn't and liked the 90gr.
That being said they both liked the 70gr hammer hunter and we were able to get enough speed where it outperformed both the nosler to 400-500 yards. That being said if you are a experienced Reloader and you will not get a better 500 and under bullet than the 69gr absolute hammer. The speed you gain will roughly 3800-3900fps will offset the higher bc.
In fact you could do a max point blank of around 400 yards with that round if you got it to 3800fps. Point and shoot is always good.

Since you have all these I would revise my advice to say load the RL-22 first, and see if you get any pressure signs before you run out of case room. I mainly use IMR 4831, and RL-17 and RL-22 roughly straddle that in burn rate.No RL-26, I have RL-15, 16, 17, 22, 25,
