Have you given any mono-metal bullets a try?
Friends of mine have yes the one friend shot several coyotes with them and he hated them said he had to always shoot them again because they penciled through. And this guy very seldom missed we had a rule you couldn't shoot a standing coyote with in 300 yards. Another problem we found was ricochet's were terrible . Not good in flat terrain. David
 
I only shot one deer with my 22 creedmoor before selling it. I was not impressed. The bullet May have been the problem (88gr eldm 3200fps) but whatever the case I decided it wasn't for me. I shot a nice 5x5 whitetail at 250yds. The shot dropped him instantly and I assumed he was stone dead like every other deer I've seen drop like that. I was up on a hill and after a scrabble down to collect the deer he was nowhere to be found. I watched him drop and marked him laying there, antlers sticking up sideways in the grass. When I got to where he had been he was gone. No blood no hair no nothing. I searched around for half a day and never found anything. I have no idea what happened. My guess is the bullet hit him and came apart dumping all the energy into his shoulder knocking him out for a moment. I guess it didn't hit anything vital because he got up and left with no blood. That was the one and only deer I ever shot with the 22 creedmoor.

Grazing a spine can result in a reaction like you witnessed. Eventually, the animal can re-gain itself and take off like it had never been hit.
