Ok I've been reloading about 32-35 years now and have never seen this. It's coming out of 22-250 brass that has been resized 5-6 times now. Only difference is a different die for the first time. I typically run H380 or IMR3031/4064 and CCI or Fed match primers. Looks like flake powder residue or carbon flake.

I have never owned or shot a 22-250 but I do shoot several 223's.
I use Tac powder for my 223 and a great load for my 308 with it too.
If you can find it anywhere it is a great powder with no residue left behind that I can find.
Yes I do use a vibrating tumbler and a tumbling tumbler.The tumbling tumbler with steel pins does the best.
 
Would be the issue. Imo. The slower burn rate H450 (discontinued) powder in my 22-250 caused misfires & hang fires, using a magnum primer.

The misfires, when pulled apart, showed the primer fired, powder started burning, then stopped. No bullet movement .

Both H450 & H380 are using the same chemicals. I would guess more coating on the 450 to slow the burn rate.
