Can you guys tell if the rail is canted? The scope doesn't seam to slant down at all.

If you have a DBM, drop the mag and open the bolt. My EGW base has the 20MOA etc on the underside. Otherwise, pull the base off. If nothing is printed on the bottom, take the base off and put a level on it to check for a slope.
