I've had this issue in the past. The UPS store is privately owned and they would not even let me ship parts of a rifle. They said that UPS does allow it, but there store does not. I haven't tried getting an account and scheduling a pickup, I may try that next time.
Recently I tried to ship a rifle via FedEx (which I've done in the past), and they told me that the only way they would ship it is via overnight delivery which is ridiculously expensive. The only way to not ship it overnight was if it was back to the factory.
Luckily I don't have to do this very often so USPS works for me. The USPS has never asked me to unpack it, they just ask if it's unloaded and take my word for it.
