I think the clamp/v-block is a tool holder for holding hand ground HSS cutting tools. Fashioned either from drill rod or square stock, and clamped in place with that tool, which in turn is clamped in a lathe post.

Yeah there are some of those cutting tools laying around there, the lathe is gone I think it was called a flatbed ,by atlas.

Yeah, I still have some of my dad's old hand ground cutters from the days of running "automatics" in the manufacturer we both worked for.
