Did you take the action off the stock and make sure it's seated correctly? 3 T3s here and each one pounds holes.
Also have a kimber that pounds... how does yours shoot?

The good ole I tried nothing and I'm all out of ideas. There was people way back saying to switch the scope, check the recoil lug etc. and you refused and now your sad you wasted ammo. Shouldn't have an issue getting a new scope but it would have been easy to check when you noticed the issue before you started wasting ammo.
isn't that what I did??? I switched out the scope, process of elimination. Spent ammo testing it again. and then I sent it to a gun smith for confirmation.
From what I read you didn't try anything and went and bought a new rifle and then claimed that it was also inaccurate.
I did buy a Kimber. But I mounted a Zeiss on the Tikka, and mounted the bad Swar Z8 on the Kimber. Process of elimination. The Tikka started shooting amazing, and the Kimber, I physically saw the scope (bad Z8) jump off paper. Then I had to re-sight it in all over again.
The Kimber has a lousy magazine design. I would never trust it for hunting. I off loaded the Kimber.

I'm confused why you didn't check the recoil lug and swap scopes in the first place. The two most likely sources of your trouble are also the two easiest issues to diagnose. You could have done both in 30 minutes.
30 minutes, not quite. It's a 1 hr ride to the range, each direction. $30 range pass.

Surely going to the range is part of the testing & isolation process.
Yes but you needed to test anyway even with the new rifle. That time can not be included in the time required to put on a different scope and check the lug.
There is no possible way that it would not have been easier, faster and cheaper to put a different scope on and check the lug and then head back to the range.
Hell you should have the tools at the range to check the lug and if you happened to have another rifle/scope with you could have done it all there.
