Can any stock be inletted to practically fit any action? For example a Tikka T3. I dont understand why any stock couldnt be made to properly work for a certain action.

In some cases Yes.

The main thing to look for is the action screw spacing and the bolt location in respect to the action screws.

If these things don't line up the in letting can be a major job.

You also must know what barrel contour your going to shoot 1st, before you decide on a stock, correct?
