In view of this nightmare shortage of 22 LR ammo, why haven't new rim-fire factory started up ? Wouldn't they have plenty of business ?

This is just a guess, but I would guess it would take an act of God to get a new ammunition plant opened up in this country. The environmental regulations would make it almost impossible.
Even if it was possible, you would have to find someone who is willing to put out the money and take the risk.
