Somebody explain the Idaho general dear season

Could somebody explain the Idaho general deer season , is it draw ,over the counter with quota or just what's the deal and how are the mid September seasons to hunt? I am not looking for a monster just a nice 3x. Any help is appreciated.
 
Most of it is over the counter but some of it is a drawing. Over the counter tags usually don't open until around October 10th for mule deer. There are some wilderness type hunts that open Sept. 15th but access is best with lots of walking or the use of horses. If you look it up online it will say general deer tag or general whitetail deer tag along with the season dates for the units. After that there are controlled hunts. Those applications have to be submitted by June 5th. If you want to hunt the later rut hunts for whitetails (Nov 10-20) you need to specify a whitetail only tag and you can't hunt mule deer.
 
Yes you can if there is a open season for it. Wolf tags are cheap though so I'd just buy one in the off chance you happen to see one.
