Seeking first hand information on 30mm scope rings

I saw a man once use a drill bit to turn his 1" rings into 30 mm's

Very bad idea. Just buy the right tool for the job.

I had a set of rings for a handgun that fit so poorly it has hard to believe they ever passed QC! Nothing a Dremel tool and epoxy bedding couldn't fix
