im in the same boat as you except i already got my gun. bought a 700 sps-v about a year ago new for under $600. ill throw in about $500 for a new stock and $1000 for optics and be done with it. no reloading for me as of now.
i would look into vortex's viper pst series. their 4-16x50 ffp mil/mil can be had for around $800 when they are available again late this winter. they have customer service next to none. however, this scope is not as nice as a comparable IOR, NF and certainly S&B, but were just poor college kids.
IOR's 2.5-10x42 ffp mil/mil runs about $1200, much nicer glass, better fit n finish, but no parallax, no zero stop, 2 piece tube instead of 1 and less magnification. you got to weigh your choices and whats most important to you considering how most of your shooting will be.
