The "right" way to do it is with a go gauge.
That being said, I've put savage barrels on with just a piece of new brass for lack of a go gauge available and have had every one of them turn out just fine. I wouldn't hesitate to do it again. If I had a go gauge available I'd use it, otherwise I wouldn't worry a bit about it.
Insisting that you HAVE to have a go gauge to do it is a bit like the 20 pages of legal safety disclaimers you have to read through before you get to the instructions when you buy a vacuum cleaner. It covers everybody's butt if you hurt yourself but the reality is that you'll be perfectly OK if you don't have one if you can use a little common sense.
