I'm not very familiar with the Copper Rose, but is the tip just a "cap"? I'd probably just take a pair of pliers and pop one of the tips off of a bullet if a warden wanted to check.
I remember carrying an expanded hard cast lead bullet in my pocket to show wardens who questioned my use of hard cast lead in handguns for hunting. There was an expanding bullet requirement in the WA state hunting regs for a long time, and I had been questioned about it enough that I started carrying proof that they'll expand just to be safe.
