For the same reason haz-mat shipping is, lol.
I have never in my lifetime heard of a UPS truck blowing up due to delivering rifle powder... but they sure charge like the UPS driver needs a haz-mat team and a bomb squad riding along with him.

Amen to that. I've been nursing a 1 # bottle for 3+ years, just praying that I'll get another chance to get more. RL26 is one of my favorite powders.
