Problem w/scope,HELP

I have a Leopold Vx3 4.5x14 40mm w/ target turret . I have it sighted in to the right height, but cannot get it to move to the left, it is shooting 4 in to the right. But cannot get it to move over even though the scope keeps clicking, doesnt the scope adjustment stop when you run out of adjustment. It has 1/4 clicks . Any thoughts I had a shepard scope on the rifle before, on a elk hunt , I had to go to my back up gun, When checking the sight in the rifle a rem 700 sendero with 1 piece base and rings, it would not shoot anything looking like a group more like a poor pattern. The leopold scope was put on, the rifle went back to shooting the same 5 shot group that could be coverd with a nickle, but will not move to the left. I am afraid that this could drive a man to drink. Help Please.
 
It sounds like the erector system in your scope has failed for some reason. I think it is time to send it in to the repair center at Leupold and let them fix it under their lifetime warranty. If you just ran out of horizontal adjustment I would opine that maybe the rear base isn't centered on the rifle but you have stated that it still makes audible "clicks" but won't move the POI and that tells me it is not operating correctly. BTW, aren't those Sheperd scope a real ***?
