Primer not seated need some input

Here is the update I did replace my hand primer with a frankford arsenal hand primer and went Back over all the primed brass and all of the primers seated fully .
Thanks to all for the input and thoughts it is nice to be able to ask for some input and get great results.

Sounds like maybe a lack of leverage on the Lyman tool, takes too much force to seat primer for some people? Is there a spring in the system like RCBS tool? Looks like Lyman is a solid or rigid system, I didn't see a spring listed in the spare parts.
