So, is there a recommended minimum amount of travel measurement from the time bolt touches cam to full bolt rotation?

You can get about .100" of PE out of a remington after you time it. Anything above .050" should be reliable unless your extractor is sloppy. If your running a case with very little taper, you may like a little more.
