Another quick update. The RL23 that I was previously using was from a single 1lb jug from a different lot than the new 8lb keg I just bought the other day. I loaded up some rounds with the new lot of powder, same 54.2gr charge as before. The results were an average of 2855 FPS, ES of 15, and SD of 6 for 4 shots. I gained 7fps from my past lot and the load still remains consistent. Looks to me that RL23 is very consistent lot it lot.
Below is a 3 shot group I shot with the new lot of powder. My point of impact was slightly low and left today, I had some mirage while shooting and believe that's what contributed to this. The 4 shots that are strung are from the rounds I tested over the Magnetospeed. This rifle will not shoot good with the chrono attached.
