Found out what it's for there is a palm grip that fits it to shoot off hand in competition.

The one in the gun store is still there. There was a sling attachment on it today. But its still for palm grip.

When I shot on my High School rifle Team back in the early 70's my dad purchased me a Anschutz International Match 22 cal rifle.
It came with all the goodies! A tack driver in my hands! That was a long time ago, but what good memories!!
