A MIL is 1/1000 the distance, period.

The "odd" numbers come up because of our messed up standards of measurement. Using the 100yd example a mil is 0.1 yds (100yds/1000). 0.1yd is 3.6inches (0.1*36"/yd). Most mil scopes are 1/10 mil clicks which is where the 0.36" per click comes from. You can use the metric system which is easier across the board. Yards, feet, inches, Cubits, rods whatever. It's 1/1000 the distance then convert units.

If my load requires 8 moa at 500 yds, how many clicks on my mill scope would it require?

Take the 8 and divide by 3.43, which is how many moa equals a mil, and you will get 2.33 or 2.3 mils. Also don't count clicks. The manufacturers put those big numbers on dials to allow you to dial faster. ;) When you get to 8 mils will you count 80 clicks? Nope.

There is no reason for inches or any other linear anywhere. That is why your number is off. Lose linear and make life easier. ;)
