You are right the first words are the most important. But you are forgetting what they mean. The first battle of the revolutionary war was everyday average citizens defending colonial arsenal's, from an army, with their own personal weapons.
Average citizens having the ability to fight an army is absolutely what that amendment is about. And to fight an army, hell yes that right absolutely has to be unlimited.
