I would use an AC unit. The primary function of an AC unit is to move heat. It removes heat from your room and moves it to the outside environment.
The removal of moisture is the side affect of blowing air over the cooling fins. Moisture condenses and drains off.
If you have a window then you are better off with the AC unit. For summer months.
In winter months you would want the dehumidifier.
I would assume that the epoxy garage floor paints would form an effective moisture barrier and you can get the stuff reasonably at Lowes or Home Depot. Worth checking out.

The consensis is to get an A/C unit here. I dont think Im in the room enough this year to justify the added expense. But I am for sure taking all of your advise for next summer. This year I guess I just got to suck it up
Probably a good idea. given your local, it's not going to be hot too much longer.
