It is because the bolt has locking lugs, just like a centerfire rifle. The original Remmy 700ML did not have locking lugs on the bolt and was not regulated. The Remington Ultimate Muzzleloader has locking lugs and is regulated....
Doesn't require a bolt with locking lugs only. It also applies to the TC Encore and CVA Apex etc.
 
Well....I guess the locking lugs is their reasoning...but my knight 50 cal ul does not have them...and with sabots can be pushing sabot 45 bullets really fast..
 
Curious....MOST front stuffers(mzldr) are exempt from atf...even after conversions to simular bolt action...
Why is your design at regulated....

It's because a person could remove the existing bolt, insert another bolt for a centerfire cartridge, then have it threaded and chambered for a centerfire rifle.
