So if I'm reading that chart right the 4831sc is even more Temp stable then Varget? And more stable the the 4831, am I reading that correct?

Yes, per this chart it's more stable.

I wanted to thank you all for your help in getting me powder and load info in such a short time a couple weeks ago. I ended up using 68.6 grains of RL23. It gave me 3085 fps and just over .5moa groups. And to top it off I was able to get a first round shot on target at a mile the other day. And a total of 3 out of 7 shots on target (For those who are wondering, the target size was 28"x40"). I was pretty pumped. So a big THANK YOU to all that helped!!!
