Hunting Bullet sugjestion for a .243 AI 1x9 twist

I am not having much luck with the 95gr Berger even though I have a 1x9 twist. The only time I get under .8 is when Im running my loads into high pressure. I have tried RL19, H100V, and will try H1000. With my rifle I can not seat the 95s out far enough to touch the rifling.....................My intent with this rifle was to use it for Marmonts, and Jackrabbits and if and when I drew a tag for Mule Deer and Black Bear.....................would like ot stick with one bullet.

Would appreciate anyone knowleged, feedback, and advise
