Subtle but guilty as charged!
I had a bighorn sheep tag in 2020, and someone from another state asked if I would sell it to them. I said no very quickly. We then talked about how he could get a hunting license in CO and how the sheep draw/point process was different than the normal draw in CO. I then asked this person if selling licenses secondhand was allowed in his state. He said some licenses yes. I won't say the state he was from because to this day I never looked into it or substantiated his mention of this. There are 49 states I have never hunted in and only familiar with license and preference/bonus point process in Colorado, Utah, and Wyoming.
I figured it was sarcasm, but other states do the points and licensing differently. So never know, right?
