Having trouble with Private Messages

I have looked up how to start a conversation with members as a way to private message someone. I'm not seeing the "start a conversation" button or option. How do you guys send private messages to members?

First click on the members icon. Then click the "Start Conversation" button.

Some members won't have this button available if they don't want to use messaging.
