About a year ago, the U.S. Supreme Court struck down 30 years of social experimentation in Washington, D.C., by declaring that the district's de facto ban on gun ownership is unconstitutional. With the ban gone, Mayor Adrian Fenty was forced to ask city council to change the law and crack down on illegal gun ownership, said Peter Nickles, attorney general for the district.
