If he's touchy about recoil on any of these, take him out for some porterhouse steaks and get him to man'up.
My 7mm-08 recoils more than my 7 mag did.

PM sent.30-06 is a good hunting round for just about everything up to elk. Ammo is available, not overpopular where you can't find ammo, and has ability to shoot light or heavy bullets. It also retains more energy down range that the .308 given slightly higher velocities. I have a used, pretty much new, .30-06 winchester model 70 featherweight ($899 at cabelas) that I'm selling for $650. It does include a picatinny rail on top so all that's needed would be a scope and rings. Shoot me a message if your interested.
He doesn't reload yet but after him and my dad talking and watching me reload they want to start reloading.and he likes bolt guns an ARs but he wants a bolt gun firstDoes your brother reload? That opens up more options. But Caliber isn't as straight forward without some other information.
But considering the following:
- The 270, 30-06 or 260Rem in Bolt Action is hard to beat... tried and true for Deer all the way up to Elk and Black Bear.
- Recoil Sensitive, then 6.5cm, 243Win, 7mm-08 or a 308Win.
- In AR-15 Platform, the 6.5 Grendel, 6.8SPC or 350Legend.
- If he loves Lever Action, then there is the 30-30. Which has possibly bagged more deer (and maybe small Black Bear) than any other caliber today. With the new bullet designs, its gets help to go a little faster with impressive expansion. If not recoil sensitive, then the 35Rem or 45-70 Gov.
