Sounds like someone may have set the rifle up for some type of free hand competition shooting. If the rifle had a light set trigger as a soft stop to keep gun from firing on bolt close. Another reason, A bolt dead stop. If a bolt is not perfect lined for firing pin to fall. The weight of the bolt handle moving will make a 10 shot will hit in 9. 2 or 3 of those in a 40 round match will be the difference between 1st place and a 3 way tie for 3rd place.
