Question:

Does a muzzle brake on an AR platform rifle affect its ability to cycle or lock into battery?

No.

A poorly cut and dirty chamber, tight headspaced bolt and crappy of wrong ammo will affect the rifle's ability to lock into battery. The muzzle brake is on the other end on the barrel.:D

The gas required to cycle the action is bled off the gasport and through the gas tube which occurs before the bullet exits the barrel. Slight possibility of the muzzle brake not allowing the gas to expand and exit fast enough to allow the chamber pressure to decrease adequately for cartridge extraction.
