Not sure about other barrel makes, but Hart recommends the do it from the factory: "If you would like to flute your barrel, we recommend that you allow us to do it, as fluting is done before the final lapping, thus allowing us to maintain our guaranteed specifications."
From looking at the pictures of a Hart barrel, they don't really flute that deep.
Kampfelds definitely look deeper - but not entirely sure as I have never seen a fluted Hart barrel and they are hard to find any pictures of.
I do plan on sending my rifle to someone like Kampfeld to get the two tones cerekote on the barrel and flutes to match my stock.
