Are you using the Hornady gauge?
If so, I'm not clear on the issue. One always needs to "push" the bullet into the rifling when using it.
Please provide more detail/specifics?
Keep in mind that the necks on modified cases must necessarily be slightly oversize so that the boolit will slide easily in/out with minimal tension. This could pose an issue in a chamber with a very tight neck, or in a non-SAAMI chamber.
