Curious on speeds 6.5-284

I was getting 2950 with a 140 Hybrid Berger with 54 grains of rl 26, cci br2 primers and Hornady brass. It wasn't my gun so no further development, but there were no signs of pressure.
 
In my 26" Criterion barrel, I run 3004 FPS with 54.6gr R-26, 2993FPS with 57gr Retumbo, using Fed210M and BR2 respectively. . SD's are in the 5-8 range. Best accuracy is with Retumbo three groups/same load, different days, at 200 yards.

I guess my Cooper has a SLOW barrel as it will not shoot 140 bullets over 2650 fps and anything over 50 grains of Retumbo is hell opening the bolt so I have dropped down to 130 VLD's and Rl19 at 2975 and 1/4 inch groups

You have something going on that should not be happening. Unless that have a short barrel, those are Creedmoor velocities with ten grains less powder. Tight neck, seated in the lands?
 
24" barrel seated anywhere from 10 to 40 thousands off lands, best load with 140 gr is 47.3 Rl22 at 2729 fps and 1/4 to 3/8 inch groups. case length ok and measured outside neck dia. with my caliper after sizing came up with .295. rechecked the 130 vld's and it was 2885 fps not 2975 and they shoot 3/8 in groups.
