Just a side note: if you plug the neck with TP or something similar, remove your brake before fireforming your brass. The cotton fibers hit the gills with enough force to bend/break them. (Don't ask me how I know this).

To get a good fireform you need to expand the neck and get a good false shoulder to hold the case back against the bolt face. Then run a fast powder (i use green dot) and cow.
