Contender reloading

I was told when the contender first came out that the Herett calibers should headspace on the shoulder, not the rim for maximum accuracy. With that being said, I would also headspace the 7-30 Waters on the shoulder. Just trying to be helpful and to help you achieve maximum accuracy.
I headspace my .30 Herrett on the shoulder also. When sizing, I size a little at a time until the brass closes in the pistol. Then push the shoulder back about one hundred thousandth more.

I used to form my 30 Herrets from 375 SM brass. Of course back in the day 375 SM brass was readily available. Now I have to use 30/30 to for the 30 Herret.
