NWT is your best bet. I hunted Yukon, Alaska, and NWT. Took a 41" ram in NWT with Arctic Red River. It's changed ownership since I hunted.

Yeah I think there are higher densities in NWT, but plenty of good sheep outfits in the Yukon as well. Would also think about how you'd like to hunt before booking somewhere as well, horseback, backpack, or with the use of helis.
