For example a 180gr TSX from a 300 win mag vs a 180gr TSX from a 30-378Wby. I'm not sure if velocity affects the bc rating. Thanks

Thus if velocities were vastly different in the two cartridges, I suppose the BCs would be different because of the different velocities. However, I wouldn't be too concerned about the difference, IMO.
