Companies pay to be listed in the BBB. The BBB isn't a government agency has no legal authority to enforce laws or good business practices. It won't step up to the plate and sue company for you. Real and fake reviews, good and bad, follow companies and won't put them out of business. As long as the company pays the dues they'll continue to be listed.
Unfortunately when you deal with companies even well known you're taking a chance. Amazon can screw you and so can the guy down the street running a radiator shop. You could have equal trouble getting resolution from both.
