Ran ballistics for a .30cal 200 gr SBT at 2950 fps, My elevation is 500 ft, at 5500 ft my effective range is extended several hundred yards. My question is, given a set load that pushes a 200gr bullet at 2950fps, will alltitude increase actual velocity?

I don't believe an increase in altitude will increase the muzzle velocity of a given load. You will see a benefit in that your trajectory will be flatter due to the thinner air and it's inability to slow that bullet as quickly as the thick air at sea level.
