The downside and upside at the same time, it needs to be "trained" first, and thats where a "human" can introduce bias.

I'll admit that I know very little about AI. WHO bans it but you can't tell me that bad actors aren't training AI to harm. WHO are probably using it themselves.
Bad actors don't follow the rules. Just look at gun control!
