I've had Mashburns in 23" (2 of them) and a hand full of them in 25"
If this was my build I would do a 26" barrel because I believe you are in ca and can't have a surpressor. 1.8 twist barrel, I think if tour going with a medium action cartridge and staying away from the bigger mags, I would just do the 7prc. I would say 175-180g bullets for cup n core bullets and like a 143 hammer hunter or even the heavier ones. My 7mag with retumbo and 180vldh work very well very accurate. I would look to h1000, n565 for powder they are currently pretty available.
