6.5 prc in an ultra mag action

All 700 long actions are the same length, I'd be more concerned with the wider width of the Ultra Mag's feed rails.
 
6.5 saum would have similar diameter of the rum case. Perhaps a custom mag spacer at the rear of the mag to keep cases forward would improve feeding. I believe the web of saum/rum is 550 vs the prc at 532.
 
I don't know if it helps but a 300 win mag feeds just fine when built on the ultramag actions
 
I would buy a box and try it out. If not then someone will be happy to receive a cheap (free) box of 6.5 PRC ammo.
 
Save the action for another build that requires it. You can always find a used 700 short action at a good price and separately buy a bolt with a mag face to use for the 6.5prc.
 
Ptg sells custom bolts for 700's you can have spiral fluted with m16 extractor with any size bolt face you require for around $200 depending upon your additions
 
They both have the exact same bolt face...technically you only need a new barrel & it would work
 
It'll work for sure as I'm doing the same thing now. It started out being a 26 Nosler now its going to be a 6.5 PRC. Feeds just fine just a little long in the box
 
Wait for your reamer and use the long action to make the 28nosler. Get yourself a short action at a good price if you're going to build the 6.5prc...only my opinion
