My .338 RUM is 26" plus brake. I don't feel I've lost anything over going longer. Also wouldn't be nervous about getting into a 24".
With the ranges you're talking initial high velocity with something like the Hammer 213 will get you there. It would be the lower end of what I'd shoot a brown bear with, probably using the 284 Sledge Hammer for those chores, or pick from the middle range for a one bullet solution.
The 275 grain Swift A-Frame makes a nice hole in bears also, but also doesn't have as much from a ballistic standpoint.
