I have a Remington 700 5r Gen 2 I'm using at 100yd

Nosler brass
Federal 215M primers
Hornady 212gr Eld-X
3.606" COAL
0.020 off lands

I tried developing a load using IMR 4350 because I have a ton but I did load a few with IMR 8133. The 8133 loads are definitely compressed. Where should I go from here?

Honestly, I'd do a seating depth test at an arbitrary/minimum powder charge FIRST (Berger Method). Once you know that then the preferred powder charge amount will be much more evident. Is 100 yards the max distance you have access to?
 
No, I have access to 600m of safe shooting and 1300m if I want to drive 40 min. Is there a benefit to working loads at a longer distance first instead of finding one that shoots well close and working your way out?

I load develop at 100 yards and group test at 500. 100 yards will give you a pretty good idea if the gun will shoot. 500 yards—If you have quality optics then at this distance for me is a good place to see what type of groups the gun will do at distance.
if the groups are good then I start checking different distances and verify dop. That's what I do.

For doing an 'OCW' test 100 yards is fine if that's what you're restricted to. However, if you wanted to do a ladder test you'd need more distance than that.
