Is this based solely on case volume when loading the 215s with H1000? Or are there additional reasons? Thanks

Yes, basically, but the .020 ~ .030" also leaves some room to chase the lands as the barrel wears. But I have not had to do this yep in my rifle with 1500 rounds through it.
