When a barrel is worn out can you hack off some barrel and re-chamber to clean up the throat or is the whole barrel length worn out?

Just cut a little off of the chamber end, and rechamber it... the rifling does not wear out. It's the throat that burns out.
"Wears out" is not a clear description of what happens.
