It's just if the 140 hybrid is tougher it sounds like a better option for moose vs the hunting incase I hit bone. But I also don't want no expansion.

Then what you want is a good bonded bullet like the Accubond, Interbond or Swift Scirocco II.

Reliable, consistent expansion and a bullet that will stay together give you lots of insurance especially at these speeds.

I would go with the 160gr Woodleigh PPSN as it is not a round nose and was designed with Moose in mind and performs from 1900fps to 3000fps. In the 264WM they perform great. with good accuracy.
